Anthony Armstrong has been named the City of College Station’s Planning & Development Services Director. He begins his new role in early May.
Armstrong has been with Planning & Development Services since 2016. He was promoted to land development review administrator in 2021, establishing and leading a new division of multi-disciplinary planners and engineers.
Armstrong played a significant role in recent economic development efforts, including the Fujifilm Diosynth Biotechnologies expansion, the Costco development, and reviewing over 1,000 land development sites. He also contributed to creating the Wellborn Community Plan and the Middle Housing zoning initiative.
Armstrong previously served as the department’s engineering services and construction inspections manager and as an engineer. Before joining the city, he was a staff engineer with CME Testing and Engineering.
“Anthony is an extremely dedicated public servant with a strong commitment to College Station,” City Manager Bryan Woods said. “He’s done incredible work in our Planning and Development Services Department, and we’re thrilled for him to continue that success as a leader in his new role as a director.”
Armstrong’s qualifications are a testament to his expertise and dedication. A licensed professional engineer and certified floodplain manager, he earned a bachelor’s degree in civil engineering from Texas A&M. He was recognized as the Brazos Chapter of the Texas Society of Professional Engineers’ Young Engineer of the Year in 2023 and attended the organization’s Professional Engineer Leadership Institute in 2020.

College Station’s Planning & Development Services Department has 46 employees, including land development engineers and planners, long-range planners, building services officials, inspectors, and Geographic Information System and transportation professionals. The department’s Fiscal Year 2024 budget is $5.4 million.
